As some of you know, Ultimate Marvel vs. Capcom 3 is slated to come out on November 15th, 2011. When asked repeatedly about the possibility of character DLC, Seth Killian and Ryota Niitsuma have made no definite comments either way. However, it has been said that they are focusing on the release of the game, and the costume packs, before they decide on any further DLC. But I have several thoughts about this, and I really need to get them down, because I'm letting it bother me way more than it should.
Before I get into the information, I would like to talk about who I want most for DLC. They'll likely bring in one of each Marvel and Capcom at a time, meaning two at a time. They look really good so far on the Marvel side, despite the overwhelming number of Avengers and X-Men. But everyone brings something new to the table, and most of the biggest series are represented, so I can't complain about that. One thing I think would fit well would be a Spider-Man villain, like Venom. Spider-Man is a very popular franchise, and his rogue's gallery is quite impressive. Add to that the fact that the game is about a bunch of villains teaming up, but it doesn't have very many villains. Not to mention the fact that the Spider-Man franchise only has one representation, (Spider-Man himself,) and Venom was in MvC1 and 2, quite the veteran. But they said he probably won't fit, so, oh well.
On the Capcom side, I would like to see Gene from Godhand, and Mega Man. I'm not going to lie, I not terribly particular which Mega Man they get, be it X, Classic, or Volnutt. (Although I don't see why they would pick EXE or Starforce.) They've given all kinds of reasons that Mega Man shouldn't be in the game, but none of them are very good. First is that Zero is a "Mega Man", and represents it. No, you're wrong. Zero is his own character, and a good one at that, but he is not our beloved Blue Bomber. Another is variety of normal moves. This one is fair, but shows laziness, because you have literally over nine games each to choose from if you choose X or Classic, or Volnutt could just be copy-pasted from Tatsunoku vs. Capcom, for all I care. (And if you can somehow create a moveset for Phoenix Wright and M.O.D.O.K., you can absolutely do it for Megaman.) And Gene would be hilarious and awesome. He has Roulette moves, which could easily act for specials and supers, and he has a wide variety of normals to choose from. His style fits the game perfectly.
What is the point of the vs. games? Fanservice. It's having a wide and varied cast, as well as letting people play as their favorite characters from any of the represented franchises. And hopefully beat the crap out of the other awesome characters. It's all about variety and fun. (I mean, they are nerfing the high-tier characters, and buffing some of the low-tier characters, so there's going to be a lot more viability in UMvC3.) So why would they leave out their unofficial mascot for over a decade, the main character of one of the franchises that helped them immensely in their success up to this point?
Another thing I'd like to cover is one of the polls. There were two polls on Capcom Unity, an officially recognized Capcom message board, among other things. They were meant to try and find out what characters the fans wanted as DLC. The second poll seems to hold more weight than the first, so I'll discuss it. I'm going to show the top ten out of 25 characters from the Capcom side, to prove a point.

So, they added six characters for Capcom in Ultimate Marvel vs. Capcom 3, and they've all been leaked. As it stands, four of the top six Capcom characters from the poll got in. Number 2: Phoenix Wright, number 3: Strider Hiryu, number 5: Frank West, and number 6: Vergil. They admitted that they did some work on Frank West before they had to axe him, apparently because he has a wide variety of moves. But the others were either Capcom listening, or a nice coincidence. But I must reiterate, this was a poll for DLC characters. Meaning, the fans are directly telling Capcom, "These are the characters we will pay money for." And I'm perfectly okay with this, because I would pay ten bucks apeice for Mega Man and Gene. Number one and number four on the list, respectively. Maybe they're saving them because they know people will buy them, though that's more likely for Megaman than Gene, because the latter's a lot more obscure. Another interesting fact is the fact that Mega Man's votes were SPLIT. Each voter got to choose three characters, and Mega Man still managed to be both number one and number nine. That's absolutely bananas, and these guys had the umitigated gall to not put him in. It doesn't matter if you love him or hate him, will use him or not, he deserves a spot. But I've heard that DLC will depend on sales. That's diabolical, because people who want Mega Man in the game can only do one thing. Purchase it for a maybe.
However, when it comes to actual sales, people who already bought the game and sunk countless hours into it don't want to be left behind. And the new, lower price tag will entice people that were originally turned away from the first release. They're essentially selling a game twice... and people are going to buy it. My best friend and I share a copy of the original, and we're each going to buy a copy of Ultimate. See how this works? And yeah, there are gonna be holdouts, people not liking the fact that the game came out so soon, or whatever. But I honestly don't think there will be that many.
One thing we must consider when noting the absence of Mega Man is the departure of Inafune, his creator. I'm not a hundred percent sure who owns the intellectual rights of the character, but I'm going to assume that, because Zero and Tron Bonne are in, that it could certainly be done on a licensing level. However, that would kind of be in bad taste, considering the circumstances. Perhaps they should let the rift heal a bit first, then maybe put him in a little ways down the road. Perfect for DLC, hopefully.
There have been whisperings that Ryota Niitsuma, the project leader, originally wanted to put 58 characters in Marvel vs. Capcom 3. With the addition of 12 new for Ultimate, and including the 2 (failed) DLC characters, there are now 50 total.

They actually said Gene and Mega Man barely missed the cut. (You can actually thank Firebrand for the exclusion of Megaman, it was between the two of them, but they liked a beastly character that could fly better. Rage.) So they seem the most possible choices for DLC, especially if there are four slots for each side, for less competition. So all I can hope is that they're being evil, rather than vindictive, and release them down the line.
And for the record, what eight characters do I want for DLC? The following are in order of who I want, from most wanted to least.

For Capcom: Mega Man, for reasons already covered. Gene, because he's awesome and the man. Also, Iron Fist got in, who is a martial artist with energy projection. I hope Gene would fit, because he's... a martial artist with energy projection. Jin Saotome, because I used him in Marvel 2, and I love pelting people with hot laundry, and his mech would be a unique and meaningful addition to the current state of the game. Oh, and didn't they say mashing is coming back? Remember Jin's cockpit Super? It's like it's meant to be. And finally, probably Jon Talbain because I think werewolves are awesome.

Proooobably Gambit, because he has a unique weapon, fighting style, and was popular in Marvel 2. And I've gotta throw in someone like Psylocke, because we are in DIRE need of females, and she was a cool and viable character in MvC2.
